PROCLAMATION NO. 7, 2025

A PROCLAMATION OF THE BOROUGH OF DORMONT, ALLEGHENY COUNTY, PENNSYLVANIA, DESIGNATING SATURDAY, NOVEMBER 29, 2025, AS “SMALL BUSINESS SATURDAY” AND ENCOURAGING RESIDENTS TO SUPPORT LOCAL BUSINESSES ON THAT DAY AND THROUGHOUT THE HOLIDAY SEASON AND YEAR.

WHEREAS, the Borough of Dormont, Pennsylvania, is known for its vibrant commercial corridors on Potomac Avenue and West Liberty Avenue which are home to various local merchants that contribute significantly to the unique character, quality of life, and economic health of the borough; and

WHEREAS, small businesses form the backbone of the American economy, accounting for approximately 44% of U.S. economic activity and creating nearly two-thirds of all net new jobs annually nationwide; and

WHEREAS, the Commonwealth of Pennsylvania is home to over 1.1 million small businesses, representing a remarkable 99.6% of all businesses in the state and employing approximately 2.6 million Pennsylvanians, demonstrating their critical role in state-level employment; and

WHEREAS, local, independently-owned businesses recirculate a greater portion of revenue back into the local community: a study by Civic Economics shows that for every $1 spent at a locally-owned store, approximately 48 percent of that purchase stays in the local economy, and is recirculated locally, compared to less than 14 percent of purchases at a national chain store, creating a vital multiplier effect; and

WHEREAS, Small Business Saturday, founded in 2010, is celebrated on the Saturday after Thanksgiving to encourage consumers to shop at local merchants during the holiday season; and

WHEREAS, the movement has resulted in substantial economic impact, with total consumer spending on Small Business Saturday nationwide reaching an estimated $201 billion since its inception, with consumers spending roughly $17 billion in 2023 alone; and

WHEREAS, supporting Dormont’s small businesses – which are essential local employers and contributors to the tax base – is critical for the ongoing prosperity, diversity, and resilience of the borough’s community.

NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of Dormont, County of Allegheny, Pennsylvania, hereby officially designates Saturday, November 29, 2025 as “Small Business Saturday” in the Borough of Dormont.

BE IT FURTHER RESOLVED that the residents of the Borough of Dormont are strongly urged to support local merchants, restaurants, and service providers by shopping small on November 29, 2025, and throughout the year, to ensure the continued vitality of the local economy.

ENACTED AND RESOLVED this third day of November, 2025, by the Council of the Borough of Dormont.
