Dormont Junction TOD

Dormont Junction Transit Oriented Development (TOD) Project

At its June 2026 voting meeting, Council voted to authorize entering into an exclusive negotiating agreement (ENA) with Pittsburgh Regional Transit (PRT) & Pennrose, LLC and the Falbo Group to determine whether a development project near the Dormont Junction Station is feasible for the community and its partners.

What’s Next?

The next step in this process is to negotiate the terms of and enter into an Exclusive Negotiation Agreement (ENA) with Pennrose to work through key due diligence and related project details of a potential development project at this site.   The ENA would include, at a minimum:  

  • Additional project concept details consistent with Pennrose’s proposal and initial conceptual plans; 
  • Project planning and development goals;  
  • A process for completion of project design and review and approval of that design by PRT and Dormont that will include opportunities for further community engagement and input; and  
  • A predevelopment schedule.  

The term of ENA will be a minimum of six months and a maximum of 24 months, unless further extended via PRT Board approval and Dormont Council approval. PRT, the borough, and Pennrose will all be parties to the ENA and work together to negotiate the terms, subject to form approval by legal counsel for both PRT and Dormont.  

Questions related to number of parking spaces, housing units, impact of traffic and municipal services, and economic impact will all be answered during the design process. There will be opportunity for community input and interaction with Pennrose during this time and both PRT and Dormont representatives will be part of that process.

How can I get involved and share my thoughts?

As part of the ENA, there will be requirements for robust community engagement that will be proactively advertised – the information will also be shared here. Residents are always welcome to attend council meetings or reach out directly to members of council as well.

Council does NOT currently have any actions related to the Dormont Junction Station TOD coming before them. There are no items on the agenda of the next Supercommittee Meetings (August 24 or August 31).
