What percentage of the housing will be market-rate versus affordable units? Will that mix be finalized before construction?

This will be determined via additional negotiations with the borough and the developer. At a minimum, in accordance with Dormont Borough’s zoning code, 15% of the units will be affordable at 80% of the area median income.  The mix will be finalized before construction as this affects the overall project cost.

The language in the RFQ regarding affordability is below:

With this project, PRT seeks to introduce a selection of rent-restricted units, which make it easier for those of all means to gain residence at the development and utilize PRT’s transit system without needing to sacrifice other life-sustaining activity, such as buying food, medicine or utilities, to do so. The zoning for this site requires that 15% of housing units be affordable to rent or own for households making at or below 80% of Area Median Income (in Allegheny County) or less. 

Who will be eligible to live in the affordable housing units?

 It is not yet known how project design and funding will shape who is eligible for the affordable units. The development process will incorporate public input through an engagement process and share this information as it is determined. 

Will the project address the housing needs of current Dormont residents?

The project, as proposed, will increase the number of residential units in Dormont. The 2018 station area plan involved considerable public engagement with the intent that the proposed development would meet the needs of current and future Dormont residents. Engagement through the rest of the project will support these goals.
